turn off automatic moving from "overdue" to "completed"#168

The system automatically moves activities from overdue to completed, even if not all of the class have completed them. This removes them from the students view, and means I can’t look at those grades along with grades from the overdue section together in markbook view. (You can look at overdue grades and completed grades separately but not combined)
